The City of Pharr is seeking proposals from qualified vendors to provide landscape installation services for the Schoolyard Forestry Projects at participating school campuses. The selected contractor is required to furnish all labor, materials, appliances, tools, equipment, facilities, transportation, and any other services necessary and incidental to complete the landscaping, planting, and hydro-mulch installation in accordance with project specifications. To view the solicitation and submit a proposal, bidders must register in the City's bidding portal. Solicitation documents will not be mailed, e-mailed, or provided in person. Registered bidders will be added to the distribution list for changes and/or additions. An electronic bid tabulation will be posted on the website showing all bids received. Potential bidders should post their questions on the bidding portal under the "Clarifications" tab for the project number. The contents of the proposals are confidential until the City Commission meeting. After contract awards, all proposals will be available for inspection. Trade secrets or confidential information should be labeled to avoid public disclosure. Proposal negotiations may occur with the proposer presenting the most advantageous proposal. The City of Pharr reserves the right to refuse and reject any or all bids, waive any formalities or technicalities, accept the bid most advantageous to the City, and hold the bids for ninety (90) days without taking action.
