The plan involves identifying hazards that face the region, identifying vulnerable infrastructure, preparing a project prioritization using the risk-based framework, and developing project concepts and strategy recommendations. The study is funded through the Transportation Council's 2026-2027 Unified Planning Work Program and 2025-2030 Transportation Improvement Program, with a fixed budget of $200,000 for consultant services. The desired completion timeframe is twelve calendar months from contract execution, though alternate timelines may be proposed.
