The services of a State of Florida registered contractor are required to provide all necessary materials, tools, permits, equipment, traffic control, labor, and supervision for the construction of the Hartsell Avenue Trail from Sikes Boulevard (SR 563) to Lake Beulah Drive. The contractor must be pre-qualified by the Florida Department of Transportation in the following workgroups: (10) Flexible Paving, (28) Pavement Marking, (38) Roadway Signing, and (40) Sidewalk and other work classes. Question Deadline 05/12/2026 at 5:00 PM ET All Questions regarding this invitation to bid shall be in writing and submitted electronically via the Portal through the Question and Answer tab The project generally consists of the construction of a 10-foot wide shared-use path along the east side of Hartsell Avenue from Sikes Boulevard (SR 563) to Lake Beulah Drive. The work includes milling and resurfacing of the existing pavement, curb work, earthwork, base work, signing and marking, and lighting improvements. It also includes upgrading existing curb ramps within the trail alignment and construction of a new boarding and alighting area for a transit stop at the intersection of Sikes Boulevard (SR 563) and Hartsell Avenue. Submittals and contracts must comply fully with the invitation to bid and the project plans and specifications prepared by the City of Lakeland Public Works Engineering Department for the City of Lakeland and the Florida Department of Transportation, as well as all referenced codes, requirements, and regulations. Federal and state funding requirements also apply as part of a local agency agreement.
