Site work and paving for a road / highway in Wascott, Wisconsin. Completed plans call for site work for a road / highway.

Scrub seal with fog seal over asphalt. Sealed bids must comply with all material requirements of the bid invitation and specifications. The Town reserves the right to reject any bid determined to be nonresponsive, any or all bids or portions of bids as determined to be in the best interest of the Town. The Town will determine the number of miles to be performed and may eliminate some roads from the final contract, with the right to withdraw roads or segments prior to the bid award. Bidders must execute the public contract and furnish required Certificates of Insurance within ten calendar days from the date of notice of award. Prior to beginning work, the contractor must provide a Certificate of Insurance for Worker's Compensation and an umbrella certificate of liability and property insurance in the minimum amount of $3 million dollars, and notify the Town Clerk of any cancellations or change in insurance coverage. 1. Scrub Seal shall be 5/16" fractured trap rock aggregate. 2. Asphaltic material used for the seal coat binder shall be polymer bituminous rejuvenating emulsion binder - grade CMS-2P 3. The asphalt and aggregate material shall meet WisDOT Roadway Standard Specifications, Section 475 with the additional aggregate requirement of no more than 1% passing through the #200 sieve. 4. Any patching or filling work to be completed by the Town of Wascott prior to the scrub seal coating in accordance with the Town of Wascott's specifications. 5. Immediately before applying the asphaltic material, the existing surface shall be cleaned with a power broom or other suitable equipment to remove dirt, clay, or other objectionable matter. 6. Apply tack coat only when the air temperature is 36 degrees Fahrenheit or more and the surface is dry and reasonably free of loose dirt, dust, or other foreign matter. Do not apply if weather or surface conditions are unfavorable or before impending rains. 7. Tack coat shall be applied at a rate sufficient to provide 70% embedment of the aggregate chip into the asphalt after the asphalt has cured and the road is open to traffic. 8. Cover previously applied material as required to create transverse joints without overlapping. 9. Treated areas shall be closed to traffic until after the initial rolling of the cover aggregate has been completed. 10. Aggregate shall be applied at a rate to completely cover the treated surface but limited to an amount easily embedded in and bonded by the asphaltic material. 11. The surface shall be rolled immediately after spreading the aggregate, beginning at the edges and continuing to the center, lapping 1/2 the roller width on each successive pass. After the initial rolling, perform subsequent rolling until the aggregate is thoroughly embedded and the surface is smooth and uniform in texture. Roller speed shall not exceed 5 mph and care should be taken when reversing roller direction to avoid displacing or loosening the cover aggregate, or damaging the asphaltic material. All rolling shall be completed by pneumatic rollers of good operating condition. 12. Final sweeping or vacuuming of the excess material in the treated area shall be done by the bidder. 13. Traffic on the newly placed seal coat shall be limited to 25 mph for 24 hours after the application. Temporary speed limit signs shall be posted and supplied by the contractor and shall be in accordance with the Wisconsin MUTCD. 14. All signing and flagmen to be provided by the bidder per Wisconsin MUTCD standards.\ 15. All work to be done shall be coordinated with the Town of Wascott Highway Department, giving at least one week notice prior to starting. 16. Bid shall be based on an amount per section road. 17. Fog sealing to be applied after scrub sealing. 18. The Town of Wascott reserves the right to reject any bid determined to be nonresponsive. Further, the Town of Wascott reserves the right to reject any or all bids, or any portion of bid, as determined to be in the best interest of the Town. The list of road sections is subject to change. Listed distances of road sections to be bid, are estimates only. 19. A full width 22' wide broom shall be used
