Site work for a mixed-use development in Maumee, Ohio. Completed plans call for site work for a development and playground / park / athletic field.
Much of the lower Maumee River shoreline has been modified through structure addition/infilling, reducing the amount of side channel and connected floodplain habitat, submerged aquatic vegetation, and habitat heterogeneity. This reduces the amount of quality habitat available as larval nursery areas for multiple priority fish species, including ecologically and economically important walleye, white bass, and lake sturgeon. The proposed project(s) will involve implementing habitat restoration measures at the two identified sites. At the Klewer Towpath Park site (Figures 1 & 3), an approximately 2.8-acre site located on the Maumee River near the Conant St. Bridge/US 20, proposed restoration measures include: 1) bank layback and excavation of shallow water habitat to improve floodplain connectivity, increase shoreline sinuosity and bank stability, and creation of shallow water habitat 2) excavation of depressional seasonal wetlands (vernal pools) that would not have a strong connection to the river, 3) construction of gravel bar/rock reef features to provide spawning habitat, reduce shoreline erosion, and allow for establishment of emergent aquatic vegetation, and 4) installation of (23) woody structures such as root wads and lock logs to provide streambank erosion protection and increase in-stream habitat structure. At the Riverbend site (Figures 2, 4, & 5), an approximate 18-acre site located on the Maumee River located off Riverbend Ln. between US 20 and Interstate 80, proposed restoration measures include: 1) bank layback and excavation of shallow water habitat to improve floodplain connectivity, increase shoreline sinuosity and bank stability, and creation of shallow water habitat 2) construction of gravel bar/rock reef features to provide spawning habitat, reduce shoreline erosion, and allow for establishment of emergent aquatic vegetation 3) installation of (23) woody structures such as root wads and lock logs to provide streambank erosion protection and increase in-stream habitat structure. and 4) construction of an off-channel approximately 6-acres of wetland/oxbow that will support wetland hydrology and a hydrologic connection to the Maumee River. This wetland will be designed to maintain a seasonal or permanent connection to the Maumee River, becoming flooded during regular spring and fall high flow events and drawing down during dryer summer months. All material from this restoration measure will be sidecast and contoured on site. The deadline for responses to pre-bid questions by The City of Maumee to the RFP is 10:00am EST on April 27, 2026. The City of Maumee is seeking qualified firms to provide planning and design services for projects to restore two sections of the Maumee River in The City of Maumee, OH including the Klewer Towpath Park site and the Riverbend site. The primary interest is ecosystem-based restoration of habitat quality and connectivity of the Maumee River through restoration of connected coastal wetlands and floodplain habitats to enhance fish, wildlife, and other aquatic life at the two sites. This RFP is for engineering and design services for habitat restoration on the two city-owned properties based upon concept level design plans from a USACE feasibility study. The selected consulting firm will develop engineering and design plans for both sites and be the prime vendor, with an understanding that a subset of services may necessitate the inclusion of subcontractors.
