Site work and paving for a transportation facility in Newton, Mississippi. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.
The work is generally described as improvements to the James H. Easom Field Airport via Airfield Asphalt Surface Treatment & Marking. The contract time for the Base Bid is 21 calendar days. Liquidated damages in the amount of $300.00 will be assessed for each calendar day thereafter. Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which they are authorized to bid. Bids must be submitted on the standard form of bid proposal and include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract. The bidder shall guarantee to hold their bid good and may not withdraw the bid for a period of 90 calendar days after the scheduled closing time for receiving bids. The project is subject to the requirements of the Davis-Bacon Act regarding wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor. This project is also subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation, with a contract goal of zero percent (0%) participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE), where good faith efforts must be made and documented to meet the goal. Additional federal provisions apply, such as Affirmative Action, Governmentwide Debarment and Suspension, Denial of Public Works Contracts to certain suppliers, Buy American Preferences, and MDOT Title VI Non-Discrimination Agreement. The owner reserves the right to reject all bids and to waive any informalities or irregularities in the bids received. Bidders are directed to the instructions relative to pre-award, equal employment opportunity, and non-segregated facilities. Bid documents are non-refundable and must be purchased through the designated website. All plan holders are required to have a valid email for registration. Enclosed are contract proposal forms for the various work assignments associated with this project. Generally, the work includes: Runway 14-32, taxiway, and apron pavement shall receive imrpovements primarily consisting of removal of pavement markings, asphalt crack repair, thermoplastic coal tar emulsion sand slurry seal, and pavement markings.
