The Taylor County Public Service District is seeking Statements of Qualifications from engineering firms to serve as the Engineer of Record. The required professional services include preliminary engineering, design- and construction-related services, preparation of bidding and contract documents, participation in bid evaluations, monitoring and inspection of construction activities, and right-of-way assistance. Projects may involve water system upgrades or improvements, waterline extensions, upgrades to or installation of water tanks, feasibility studies, and projects such as a water main transmission line from the Tygart Dam to the PSD Plant, among others as determined by the Public Service District. Interested firms must submit four copies each of the following: a letter of interest, statement of qualifications, technical experience, staff expertise, project management personnel, previous professional experience, and references. Technical qualifications and experience are the primary evaluation factors. At least three firms will be invited for follow-up submission and interviews. The firm considered most qualified will be asked to prepare a proposal including fixed fees for the services. All work must comply with applicable federal, state, and local regulations, including those regarding Minority-owned/Women-owned Business Enterprise participation and "good faith efforts" in subcontracting, as outlined in 40 CFR 33.240.
