The Baltimore City DOT was awarded $5.1 million of grant funds in FY22 for the purchase of two hybrid-electric ferries to replace aging vessels in the Harbor Connector fleet and to make all six Harbor Connector ferry landings ADA accessible. This grant was frozen by the new federal administration. Using funding approved in the FY26-31 CIP, three of the Harbor Connector landings (Harbor East, Pier 1 and Maritime Park) are planned for improvements in FY26. This FY27 project will complete improvements and construction activities at the other landing locations (Canton Waterfront Park, Locust Point and Federal Hill). The city is preparing to release a design-build RFP, which will be structured as a contract to perform work at the first three landings, with options to complete work at the additional three landings. Based on preliminary designs and engineering estimates, we anticipate completion of this work to cost $1.5 million. The project is included in the City's 2027-2032 Capital Improvement Program (CIP).
