The purpose of this contract is to apply Lignin Sulfonate to various gravel roads located within Washington County to provide gravel road stabilization. Question Deadline 05/04/2026 at 5:00 PM PT The contractor shall provide and apply Lignin Sulfonate (or approved equal) for the purpose of aggregate surface stabilization to the roads included in Attachment 1 and Attachment 2. Washington County will mark the road segments to receiveLignin with surface stabilization signs. This contract will be awarded for 1-year with option to extend up to 5-years. 1.2 If the Product is not available year to year from the supplier selected during the original bid process, then the Contractor must make effort to obtain the product VIA other suppliers and submit any projected cost increase to the County for review along with a letter from original supplier stating the product is not available. 1.3 Two weeks prior to initial application of surface stabilization material each season, the contractor shall schedule a pre-work meeting with the contract administrator. The Contractor must also submit a proposed schedule of which roads will be completed in which order. 1.4 The sites where surface stabilization material will be applied under the provisions of this contract will be examined by the contractor prior to submitting a bid. No further demands may be made bythe contractor for additional service fees due to the lack of understanding concerning the specifications and scope of work described herein. 1.5 The contractor shall take adequate measures to ensure that their operations do not harm any existing underground facilities. The toll-free number for the Oregon Utility Notification Center is 811. The contractor is required to call this number two (2) working days in advance of performing excavation work. 1.6 Contractor shall provide a traffic control plan for review by the contract administrator no later than five business days prior to the pre-work meeting. Traffic control and signage will meet or exceed the requirement of the Oregon Temporary Traffic Control Handbook (2016 edition, 2016 Errata). 1.7 The cumulative application rate of the diluted material shall be 0.50 gallons per square yard, with a dilution rate of seventy-five (75) percent Lignin and twentyfive (25) percent water. Application pricing shall be per linear foot measured along the centerline of the road. 1.8 The material shall be distributed evenly over the entire roadway width. For the purposes of this contract, the roadway width will be assumed to be (18)feet. 1.9 Dependent upon grade, moisture content, and environmental factors, multiple passes may be required to prevent ponding and pooling of material, but the cumulative application rate shall not exceed 0.50 gallons per square yard (e.g., two passes at 0.25 gallons per square yard.) If a two pass application is utilized, the first application shall not be tacky prior to the second application. No adjustment of cost will be made if more than a one pass application is utilized. 1.10 The surface of the road shall have sufficient moisture to assure proper bonding and penetration of the product into the roadbed. The contractor must obtain their own water supply as necessary. No material will be placed in a manner that results in tracking the mixture onto paved surfaces. 1.11 Ponding and pooling of the liquid mixture will not be permitted. If this occurs, place sand over the entire affected surface to serve as blotter material, contact the contract administrator within 24 hours. Additional cleanup may be required atthe contractor's expense. 1.12 Runoff of the material onto paved surfaces, adjacent ditches, wetlands and waterways will not be permitted. In the event of a water quality or pollution related violation, the contractor is responsible for all cleanup, fines, andmitigation expenses. 1.13 Any Claims, Damages or Request for action directly related to the application of the Lignin will be directed to the Contractor to resolve at no expense to the County. 1.14 Prior to application of the surface stabilization materials, Washington Countywill tight blade or process the gravel roads to bring fines to the surface. It is the direct responsibility of the Contractor to communicate with the grading crew what can be completed on a day-to-day basis. If the Contractor fails to communicate with grading crews and roads are pre-graded and left untreated then any areas needing grading touchup need to be completed prior to product application. If product is applied prior to the road grading, then any re-application of the product will be the sole financial responsibility of the Contractor.
