Sealed bids are sought for a Community Development Block Grant (CDBG) project involving the replacement of existing sanitary sewer infrastructure. The project requires adherence to several federal and state requirements including Federal Labor Standards Provisions (Davis-Bacon Act), HUD Section 3 for employment opportunities, Section 109 of the Housing and Community Development Act regarding non-discrimination, certification of non-segregated facilities, Executive Order 11246 for Equal Employment Opportunity, and provisions encouraging participation from Minority and Women Business Enterprises. The successful bidder must use surety companies authorized by the Treasury Department, be actively registered in SAM.gov, and comply with the Build America, Buy America Act for iron and steel materials. The Owner reserves the right to reject any or all bids and to award the project to the lowest, responsive, and responsible bidder under the Oklahoma State Competitive Bidding Act. Contractors are required to obtain digital copies of the plans and specifications from the Project Engineer and be registered on the bid list to be recognized as eligible bidders for the project. Specifications and documents are available at the specified town clerk's office location.
