The New York Power Authority (NYPA) is seeking proposals for Generator Control System Upgrades at the St. Lawrence-FDR Power Project in Massena, NY. The initiative is intended to address equipment obsolescence through an EPC-like contract award, focusing on system updates rather than a full replacement. The anticipated scope includes assessment of the current system, technical design and engineering of system updates, fabrication and procurement of identified equipment, as well as installation, integration, and commissioning of new equipment. Bidders are invited to submit details of their capabilities and qualifications for any or all phases of the project. Additional details and documents should be accessed via NYPA's procurement website. Bidders should be aware that incomplete responses may be rejected, and the procurement may allow for sub-contract, joint venture, or co-production arrangements. MWBE and SDVOB participation goals are set at 30% and 6% respectively. 3.1. PROJECT SCOPE 3.2. The Work performed under this contract the awarded Contractor will provide engineering, procurement and implementation services to upgrade the existing generation control system and sub-systems as outlined in the scope of technical services. NYPA is looking to complete upgrades on all 16 STL Operating Units. This includes: 3.2.1.1. System Assessment and Design of Targeted System Upgrades 3.2.1.1.1. Review of existing documentation (including a NYPA identified obsolescent parts list) and completion of a system assessment. 3.2.1.1.2. Propose design options targeting system upgrades, including detailed system engineering, system configuration and design. 3.3. Completion of all necessary design documents, compliance documents and packages for all upgrades. 3.3.1.1.1. Completion of costs estimate for procurement, integration and support during integrations. 3.3.1.1.2. Development of specifications for equipment to be procured for the systems upgrade. 3.3.1.2. Equipment Procurement and/or Procurement Support 3.3.1.2.1. Procurement/ fabrication of equipment and components identified for the system upgrade. 3.3.1.2.2. Procurement support for equipment and components NYPA decides to procure directly. 3.3.1.2.3. Performance of factory acceptance testing, where appropriate. 3.3.1.3. Physical Installation and/or Installation Support 3.3.1.3.1. Performance of the physical installation and integration of components and equipment identified for the systems upgrade. 3.3.1.3.2. Performance of all on-site testing. 3.3.1.3.3. On-site support for all commissioning activities. 3.3.1.3.4. Provision of training on new systems/ components. 3.3.1.3.5. Provision of support services following unit acceptance. 3.3.1.3.6. Coordination of unit upgrades with ongoing plant maintenance schedules. 3.3.2. As noted, NYPA does not anticipate a full systems replacement. 3.3.3. The awarded Contractor's Work shall include: 3.3.3.1. Scope of work as defined in the Specification, Drawings, and other Contract Documents. 3.3.3.2. Adherence to the requirements of Division 1 and the Contract Documents. 3.3.3.3. In addition to the base bid, Bidders may propose alternative methods, subject to NYPA review and acceptance. Deadline for Bidder's Questions 6/11//2026
