This is a Sources Sought Notice issued for market research purposes only to identify interested and capable sources for a future firm fixed-price design-bid-build construction project to remodel the Dietetics Kitchen at the Phoenix Arizona Veteran Administration Healthcare System campus. No proposal or contract award will result from this notice, and no reimbursement will be made for any costs incurred in responding. Information received will be used for preliminary planning, and all project details are subject to change. The project will modernize the Dietetics Kitchen located on the first floor of Building 1 and will be executed in a single construction phase. The scope includes providing a leased temporary mobile kitchen structure, managed by the eventual contractor, to support uninterrupted food production during construction. The temporary kitchen must be fully functional and all-inclusive, with appropriate food service and production equipment and six administrative workspaces in a shared location on the campus. It must be connected to existing Phoenix VA gas, water, and electrical utilities and capable of supporting production of approximately 900 meals per day for Nutrition, Hospitality, and Food Services operations. The remodeled Dietetics Kitchen will be delivered as a complete turn-key project, including the purchase, storage, assembly, connection, and testing of all equipment by the contractor. Construction work includes new office spaces and improvements to walls, ceilings, flooring, and utilities within nutrition cooking areas, food storage, and refrigeration spaces. The project will address existing infrastructure deficiencies, remediate pest infestation issues, and improve workplace safety across approximately 11,500 square feet. All construction activities must be performed in a manner that allows continued food production operations throughout the project duration. The anticipated NAICS code is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45,000,000. The estimated construction cost range is between $10,000,000 and $25,000,000, with an anticipated total performance period of 24 months. Small business prime contractors will be subject to the limitations on subcontracting in accordance with FAR 52.219-14. Interested sources are requested to submit capability statements demonstrating experience with projects of similar size and complexity, including bonding capacity and relevant past performance.
