The Town of New Milford seeks the services of a professional Consulting Engineering firm, licensed in the State of Connecticut, to provide Bridge Construction Inspection Services for the replacement of Wheaton Road Bridge over Aspetuck River, Bridge No. 05325. The consulting engineer will be evaluated and selected based on technical competence, capacity and capability to perform the work within the allotted time, past record of performance, and knowledge of federal, State of Connecticut, and Town of New Milford procedures. The construction inspection fee will be negotiated on a cost-plus-fixed-fee basis. Firms should be of adequate size and sufficiently staffed to perform the assignment described. Project personnel are required to have specific experience and certifications for the following classifications: - Construction Coordinator: Responsible for coordination among entities involved in the project. Requires at least fifteen years of civil or highway engineering experience, with six years in a supervisory capacity and four years in field inspection. A Bachelor of Science Degree in Civil or Construction Engineering may substitute for two years of general experience. - Chief Inspector – Level 2: For low complexity projects, must have at least eight years of employment in civil, highway, or relevant engineering fields, three years in supervisory capacity, and four years in field inspection. NICET Level III Certification in Transportation/Highway Construction or a Professional Engineer's License in Connecticut is required. - Survey Party Chief: Requires at least four years of construction survey experience, three of which must be as an instrument person or survey party chief, and must have or work under a current Land Surveyor’s License in Connecticut. Question Deadline 05/14/2026 at 8:00 AM ET Firms must submit a letter of interest, general firm information, proposed sub-consultants, resumes of key personnel, organizational structure, and relationships to any parent or subsidiary firms. All interested firms must comply with affirmative action and equal employment opportunity practices of the Town, State, and federal government. Attachments provided are preliminary, with final contract documents available upon bridge project advertisement. Instructions to bidders specify that proposals must be submitted electronically through the designated procurement portal. All questions must be submitted in writing via the portal by the stated deadline. Proposals should address the proposer’s experience, methodology, pricing, references, and required supporting documentation. The Town reserves the right to reject any and all submissions, and cost is not the sole factor in evaluation.
