Site work and paving for a sidewalk / parking lot in East Windsor, New Jersey. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
It is the intent of these specifications to provide improvements to Police/Court Building Rear Parking Lot in East Windsor Township. The work includes milling and overlay with a two inch bituminous 1-4 asphalt mix, curb to curb. It also includes base repairs, curb repairs and replacement, depressed curbs, sidewalks, storm drain inlet rehabilitation, all as specified in the bid documents and plans. The parking lot will be closed for use during the construction. Construction Methods All construction shall conform to NJDOT Standard Specifications for Road and Bridge Construction, 2001, as amended. The work shall be done in conformance with all Federal, State and Municipal laws and ordinances. Maintenance of the Construction Site The contractor shall be responsible to maintain the construction site in accordance with Section 105.19 of the NJDOT S.S. "Maintenance during Construction". If the contractor fails to maintain the site, he shall be responsible for paying all costs of maintenance performed by the Township, including any Police intervention required. Utilities The locations of utilities shown in the plans, if any are shown, are approximate only. It is the contractor's responsibility to notify all utilities to obtain proper mark outs, 72 hours prior to any work being performed. The contractor shall take all reasonable care to protect utilities during construction. The contractor shall make immediate notification to the Director and the Township Police Department, of any damage to utilities, as well as to the appropriate utility. The contractor shall be responsible for all damages to utilities as a result of construction and shall make immediate repairs to damaged utilities or assist the appropriate utility in expediting their repairs. Where an existing utility conflicts with construction, the contractor shall coordinate with the utility for the relocation of the utility. East Windsor Township shall have no responsibility for construction delays and or costs, due to the need for relocation of utilities. Safety and Health Regulations In addition to other safety and health requirements of the contract documents, the Contractor shall comply with the U.S Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (FL91-596). The Contractor shall comply with the State of New Jersey High Voltage Proximity Act as amended, September 1966, and any subsequent amendments thereto. The Contractor shall comply with the Construction Safety Code of the New Jersey Department of Labor and Industry. Videotaping A video tape shall be taken prior to the commencement of work showing all the existing conditions within, and a few feet beyond the project area. A copy of the video shall be retained by the Contractor and one (1) copy shall be submitted to the Director prior to construction. No separate payment shall be made for this item. Utilities to be furnished by the Contractor The contractor shall be responsible for provision of all electric required for construction. The contractor shall be responsible for the provision of all water required to perform the contract. Should the contractor desire to use existing fire hydrants, separate provision shall be made through the EWMUA (609-443-6000). Any charges are costs related to the securing of water from the EWMUA shall be the responsibility of the contractor and no separate pay item will be given for this purpose. The contractor shall be responsible, at his cost, for the provision of sanitary accommodations for all employees operating at the site and no separate pay item will be given for this purpose. Construction Stakes, Lines and Grades It shall be the Contractor's sole responsibility for the construction of all items of work to the lines and grades shown on the plans. The Contractor shall provide the necessary qualified personnel to correctly layout all aspects of the construction. The Director may require as-built plans certified by a Licensed New Jersey Land Surveyor prior to final payment. No separate payment shall be made for this item. Clearing Site The Contractor is not responsible for damages to plantings in the Right-of-Way, however, the Contractor shall notify the homeowners of this fact a minimum of 48 hours prior to construction. When or where any direct or indirect damage or injury is done to public or private property by, or on account of, omission, neglect or misconduct on the part of the Contractor in the execution of the work, such property shall be restored by the Contractor, at his expense, to a condition equal to that existing prior before such damage or injury was done or he shall make good such damage or injury in such other manner as may be acceptable to the Director. Any plantings, hedges, lawn decorations, etc. outside of the Right-of-Way shall be the responsibility of the Contractor. The Contractor shall not enter upon or make use of private property without the written consent of the property owner, nor shall any of the Owner's lands be used by him except by special permission. Where street and road signs are to be removed even for a short time, the state police, local police or appropriate public authority having jurisdiction shall be notified in advance. Resetting or restoration of road signs shall be in a manner required by the public authority having jurisdiction. Mailboxes shall be removed carefully and shall be reset at the exact locations approved by the owners and by the Director so as to be accessible to the postman without his leaving the mail truck.
