Separate sealed bids will be received for Centrifuge Polymer to be used as a dewatering aide for aerobically digested sludge, which consists of municipal primary sludge, thickened waste activated sludge, and residential hauled waste sludge with concentrations between 2.0% and 7.0%, and a pH of 7.0 to 9.0, for a 12-month period. The contract may be extended for an additional 12 months by mutual agreement. Required performance for the Centrifuge Polymer is an average of 20% TS Cake or higher and 0.6% TS Centrate or lower in daily field tests. Bidders must conduct a jar test and an 8-hour full-scale performance test before the bid opening. The lowest bid will be determined by the lowest cost per dry ton of dewatered sludge. All bids must remain open for 30 calendar days after the bid opening date. The authority reserves the right to reject any or all bids, waive informalities, and contract in its best interest.
