All bids must be made upon the provided blank proposal form, filled out with the bid amounts in both words and figures, and signed by the bidder with their business address. Each bid must be accompanied by a certified check drawn upon a National Bank or Trust Company doing business in New Jersey or a bid bond in an amount not less than $1000.00. Bid bonds must be executed by the bidder as principal and a surety company licensed in New Jersey and listed in the current Federal Register, Department of the Treasury Circular 570. Certified checks will be returned to all except the three lowest formal bidders within ten days after the bid opening, with further returns after the contract is executed. Bidders must complete a "Statement of Ownership of all Owners of 10% or more of the Stock of the Corporation" from the contract documents and hold or obtain a "New Jersey Business Registration Certificate" as required by law. The awarded bidder must provide documents required by Public Law 1975, Chapter 127, NJAC 17:27 Affirmative Action Compliance and must execute the contract within ten days from the notice that the contract is ready for signature. The Passaic Valley Sewerage Commissioners reserve the right to reject any or all bids, waive informality, and require satisfactory evidence of responsibility, financial resources, and ability to fulfill contract requirements. The surety company must be satisfactory to the Commissioners, and bid security can serve as a bond for the successful bidder until contract completion. Security procedures require all contractors and related personnel to present government-issued identification upon entering the plant.
