The work to be performed shall include, but not be limited to: Reinforced concrete bridge abutment construction; reinforced concrete bridge superstructure; bridge curb/barrier with stainless steel railing with incorporated safety lighting; accent lighting, electrical work; concrete approach slabs; signing; striping; clearing and grubbing; asphalt and concrete removal; unclassified excavation; miscellaneous base and structural backfill; fine grading; asphalt paving; water quality BMP installation; and other items not mentioned here, but are required by the plans and the specifications. Question Deadline 05/15/2026 at 4:00 PM PT Bidders with the three lowest responsive bids shall deliver an original hard copy of the certified check, cashier's check or surety bond to the Purchasing Representative at 1 Civic Center Plaza, Irvine, CA, 92606 within five business days of the bid opening date. Failure to submit the original check or bidder's bond may result in the bid being declared non-responsive. This project is subject to the Community Workforce Agreement (CWA) between the City and the Los Angeles/Orange County Building and Construction Trades Council (Trades Council). The CWA establishes labor relations policies and procedures for the Contractor and subcontractors of all tiers - including a local hire goal, payment of employee fringe benefits through a union trust fund, and registering employees through a union hall. A signed Letter of Assent must be submitted with Bid proposal packet. Contractors that are not signatory with one of the unions that are signatory to the CWA shall register each of their own workers (Core Employees) with the appropriate union hall and must provide a listing (Core Employees List) of their Core Employees to the CWA Administrator prior to any work being done on the project. Prevailing wage requirements apply to public works projects with a value exceeding $1,000.00. All provisions of law applicable to public contracts in the State of California must be complied with by the contractor, including all applicable Sections of the California Labor Codes.
