The scope of work includes approximately 1,830 square feet of concrete sidewalk, 3,800 tons of crushed aggregate base course, 400 tons of hot mix asphalt pavement, 870 cubic yards of common excavation, 1,325 cubic yards of topsoil stripping, and 74 linear feet of culvert pipes. Bidders must comply with all applicable grant requirements, Federal Davis-Bacon Act wage rates, prevailing wage rate scale established by the Federal Department of Labor, and all federal labor standards program laws. Bidders must make a good faith effort to solicit and document bids from at least five minority business enterprises (MBEs) and five women's business enterprises (WBEs), with contact forms submitted as part of the bid. All iron, steel, manufactured products, and construction materials must be produced in the United States per Build America, Buy America Act requirements, with certain waivers applicable. Bids must be submitted in a sealed envelope, marked with the bidder's name, address, project title, and contract number, and must be accompanied by a bid bond or certified check equal to 5% of the maximum proposal. The owner reserves the right to reject any or all bids or to accept the proposal deemed most favorable to their interest. No bidder may withdraw their bid within 150 days after the opening thereof.
