Site work and new construction of a water / sewer project in San Diego, California. Completed plans call for site work for a water / sewer project; and for the construction of a water / sewer project.
The Paradise Mesa Standpipe (PMSP) is a grade, welded steel tank constructed in 1980. Located in Council District 4 in a residential area near 1513 Stratton Court in San Diego. The reservoir has a 60 ft diameter and an overall height to 128.75 ft. The tank shell has fifteen steel plate courses, each 8 ft tall with thicknesses varying from 0.8 to -.25 inches. The existing standpipe has multiple issues such as water quality, interior corrosion, and extreme pressure spikes. The standpipe is experiencing significant corrosion, and the interior lining is badly degraded, which results in poor water quality. The PMSP is seismically deficient, as the concrete ring wall would be incapable of holding the standpipe down during a significant seismic event. The PMSP also has dead storage at the bottom because it cannot provide adequate pressure when drained. The lowest level the PMSP can be drained to is 42 ft (Elevation 532 ft) before customers at the highest elevation 486 ft will experience service pressure below 40 psi. The existing PMSP is proposed to be replaced by an elevated storage tank which provides better mixing, less derivation in pressure, and better ventilation. The proposed new storage tank type will be identified in the Basis of Design Report and a detailed design of the preferred tank will follow. A support structure should be used for equipment storage. An external mounting bracket should be installed on the concrete support structure of the new tank so that SCADA antennas can be installed and an external mounting bracket should be used to prevent the tank from being damaged by installing or removing any antennas. The project proposes to replace the Paradise Mesa Standpipe in parallel with a new 2.5 MG elevated storage tank with an overflow at 610 ft in elevation. The new tank should include the following: Washdown piping, sampling ports, water quality monitoring system, chloramine injections access hatches, and ventilation system. Two 12-inch altitude valves with bypass. Two 12-inch check valves. Flow meter on inlet and outlet pipes to monitor flow data on SCADA. Dual risers should be installed in the new tank. New overflow/ reservoir piping with connection to new stormwater routing system with air gap and new passive dichlorination basin. Reservoir drainage facilities and overflow device shall not be connected directly to a sewer or storm drain and shall be free of cross-connections. Approximately 130 LF of 18-inch overflow pipe from standpipe to dichlorination basin. Approximately 370 LF of new 18-inch storm drain from dichlorination basin to the existing storm inlet. Two antennas for SCADA and security communications. Repave existing driveway. A new 24 ft concrete access road around reservoir should be paved and two parking spots for maintenance vehicles at the facility should be included. New gate should include card reader for access and a keypad New multidirectional multi-sensor cameras with IR illumination 360 degree around new tank. Personnel door to the pedestal will have wall mounted card reader, keypad, tamperproof plate, intrusion alarm, manual rollup door with intrusion alarm.Demolition of existing standpipe after the new elevated storage tank is installed and operational. 1.
