Award will be made on a lowest priced, technically acceptable basis. Technical acceptability is determined using an acceptable or unacceptable rating, and any unacceptable rating will render an offer ineligible for award. To be considered technically acceptable, the offeror must be actively registered in SAM with no exclusions, hold a valid North Carolina general contractor's license issued by the North Carolina Licensing Board for General Contractors at the time of quote, provide a workmanship warranty of ten years or longer, demonstrate prior experience with the type of work described in the Statement of Work through at least two previous contracts or projects, and submit a technical proposal that clearly demonstrates the ability to meet all requirements of the Statement of Work. Requests for information or questions must be submitted by email no later than May 8, 2026, at 2:00 PM Eastern Time, and quotes must be submitted electronically by email no later than May 15, 2026, at 2:00 PM Eastern Time. Offerors are urged and expected to inspect the site where the work will be performed, as clauses related to differing site conditions and site investigations will be included in any resulting contract. An organized site visit is scheduled for May 7, 2026, at 9:00 AM Eastern Time, with participants meeting at the Engineer Repair Yard in Leland, North Carolina. Attendance requires advance RSVP by May 6, 2026, at 12:00 PM Eastern Time, and no makeup site visits will be conducted if the scheduled visit is canceled due to lack of RSVPs.
