The project involves the supply of suitable polluted or contaminated soils for reuse as landfill cover material at the Manchester bulky waste sanitary landfill. The landfill accepts construction and demolition debris, bulky wastes, and approved special wastes for onsite disposal, including non-hazardous polluted and contaminated soils, sediments, and certain industrial wastes. The soils must meet specific testing and contaminant level criteria to be approved for use as daily/weekly or intermediate landfill cover material. The contractor(s) will provide up to a maximum of 60,000 tons of such soils, with the Town reserving the right to award tonnages to one or more contractors at its discretion. Bidders are required to propose an annual quantity to be provided at set tip fees, and contracts may be awarded to multiple contractors. The awarded quantity of soils with each contractor will be negotiated and known as the “total allocated tonnage.”
