The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 11, 2026, at 10:00 AM at the Region One/District One Office in Schaumburg. Phase II engineering services are required for engineering management, project support and other functions as necessary to accomplish traffic led projects as well as operation & maintenance programs within the Bureau of Traffic. The Consultant will be available to provide staff responsible for various aspects of traffic engineering including expressway and arterial highway operations, access permitting, and various traffic studies associated with implementation of traffic control devices. The Consultant may also be required to provide project managers to manage various Phase II projects, which are under contract with other Consultant engineering firms and any other personnel to assist in various work tasks as required. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Freeways) Special Plans (Traffic Signals) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
