The project consists of water main replacement work described in general by the following: Schedule 1: 2,220 LF of 12-inch PVC and 2,730 LF of 8-inch PVC water main replacement in Central Avenue, Lynn Avenue, St. Johns Avenue, and 16th Street West, including fittings, valves, hydrants, service reconnections, and associated work. Schedule 2: 3,440 LF of 16-inch PVC and 440 LF of 8-inch & 12-inch PVC water main replacement in 6th Avenue North, North 13th Street, and North 18th Street, including fittings, valves, hydrants, service reconnections, and associated work. This schedule includes jack-and-bore installation of two 24-inch steel casing pipes under railroad tracks. DOWL prepared this geotechnical report for Work Order 26-01, Contract 1: 2026 Water Main Replacement project. This report addresses the recommendations for waterline replacement improvements and associated pavement reconstruction. The project limits are on the following streets: o Central Avenue Project Area o Central Avenue: 19 th Street West to 15 th Street West o Lynn Avenue: Cemetery Alley to 16 th Street West o St John's Avenue: Cemetery Alley to 16 th Street West o 16 th Street West: Central Avenue to St John's Avenue o Cemetery Alley: Central Avenue to St John's Avenue o Alley south of Miles Avenue o 6 th Avenue North Project Area o 6 th Avenue North: North 18 th Street to North 13 th Street o North 18 th Street: 6th Avenue North to 4 th Avenue North o North 13 th Street: 6 th Avenue North to 4 th Avenue North The Work will be substantially complete within 90 calendar days for Schedule 1 (40 days for Base Bid; 25 days each for Alts. A & B) 80 calendar days for Schedule 2 (50 days for Base Bid; 15 days each for Alts. A & B) Final completion of the Work shall be within 14 calendar days after the date of Substantial Completion. Contractor and any subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). All laborers and mechanics employed by Contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the State of Montana. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the "City of Billings, Montana" in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included. No bid may be withdrawn after the scheduled time for the public opening of bids. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the Owner.
