The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 22, 2026, at 10:00 AM at the Region One/District One Office in Schaumburg. Phase I engineering services are required to provide for all work associated with the preparation of preliminary engineering and environmental studies for the improvement of approximately one mile of IL 83 from St. Charles Rd. to IL 64 in DuPage County. Typically, the existing roadway cross section consists of three lanes in each direction, with either raised curb or concrete barrier median and paved shoulders with concrete curb and gutter. The proposed improvement is anticipated to consist of developing and evaluating alternative intersection designs to accommodate existing and projected year 2050 travel demands. To be considered is a continuous flow intersection at the intersection of IL 83 and IL 64, and improvements to address operational deficiencies at IL 83 and St. Charles Rd. Work will include evaluation of an existing pump station at the viaduct approximately a half a mile north of St Charles Rd. A key planning tool will include a public involvement program based upon the principles of Context Sensitive Solutions. The scope will also include all related work necessary to complete a Project Report to be processed as a Categorical Exclusion. The Prime firm must be prequalified in the following categories to be considered for this project: Location Design Studies (Reconstruction/Major Rehabilitation) Special Studies (Location Drainage) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The method of contractor selection has not been determined at this time.
