The Project consists of construction of a complete, functional 2.5 MGD sequencing batch reactor wastewater treatment facility as described in the attached plans and specifications. Items of work include sitework, cast in place concrete, site piping, pumping and aeration systems, operations building, and electrical power and control systems. Bids will be received for a single prime Contract on a lump sum basis as indicated in the Bid Form. Contract Documents, including Drawings and Specifications, are available via paper or digital copy. Plan holders must register for a plan room account to view and order Bid Documents, which are non-refundable and must be purchased through the specified website. Electronic bid submission is allowed only through the designated website, must be in PDF format, and must include all required information and forms. All electronically submitted bids must be secured with a bid bond. Partial sets of Bidding Documents will not be available, and only documents obtained from the plan room are valid. Bid security and other requirements must be furnished according to the Instructions to Bidders. Minority and women's business enterprises are encouraged to bid and to seek subcontracting opportunities. Contracts awarded are expected to be funded in whole or in part by anticipated funds from the Water Pollution Control Revolving Loan Fund (WPCRLF) loan program from the State of Mississippi. All iron and steel products, manufactured products, and construction materials permanently incorporated into the project must be produced in the United States, in compliance with BABA requirements, absent a waiver. P25-324 QA date - 5-28-2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered.
