The City is seeking submissions from qualified general contractors for Construction-Manager-at-Risk (CMAR) Services for the WWTF Upgrade and Expansion - Phase 2 project. Statement of Qualifications (SOQ) must be submitted by email. The selected CMAR will be required to provide Payment and Performance Bonds, with a Surety Letter substantiating appropriate bonding capacity as specified. Submissions become a public record, but confidential data may be protected if so identified and justified. All addenda to the RFQ will be posted online and it is the responsibility of respondents to obtain these before submitting. The City may shortlist two to three proposers for a subsequent RFP and in-person interviews, but reserves the right to reject any or all submissions or waive informalities. The project is financed in whole or in part by the Minnesota Public Facilities Authority through the Clean Water Revolving Fund, and compliance with certain state and federal laws, rules, and regulations is required.
