Site work for a water / sewer project in Collinsville, Oklahoma. Completed plans call for site work for a water / sewer project.

The project consists of approximately 1,800 linear feet of 8-inch waterline installation and all other appurtenances along North 12th Street from West Maple Street to West Pine Street. All work shall be performed, and all construction and materials used and furnished shall be in accordance with the plans and specifications prepared by the engineering firm. Funding is provided through the American Rescue Plan Act (ARPA) grant program and Cherokee Nation. Compliance with Labor Standards Contract Provisions, including the Davis Bacon Act if the total project cost exceeds $2,000, is mandatory. Prospective bidders must obtain a complete set of plans and specifications from the designated engineering firm or online. Bidders must be listed on the plan holders list to submit a bid. Each bid must be accompanied by a certified or cashier's check, or a bidder's bond, amounting to five percent (5%) of the total bid, as a guarantee of the bidder's ability and intent to enter into contract and provide the required bonds. A sworn statement confirming the absence of collusion or agreements among bidders is required. Construction, Maintenance, and Statutory Payment Bonds in the amount of 100% of the contract price are required, to be obtained from a corporate surety licensed in Oklahoma and approved by the owner and consulting engineer. The maintenance bond ensures repair of damage due to improper materials or workmanship for one year after acceptance of work. Additional requirements include compliance with equal opportunity employment laws, Environmental Protection Agency Disadvantaged Business Enterprise Requirements, Davis Bacon Act wage rules, System for Award Management (SAM) registration, and Cherokee Nation Tribal Employment Rights Office (TERO) requirements, including preference for Indian organizations and Indian-owned economic enterprises. Section 3 of HUD regulations and Build America, Buy America Act provisions may also apply. The contract will be awarded to the lowest, responsive, responsible bidder. The owner reserves the right to correct clerical errors in bidding, reject any and all bids, and conditional bids will not be accepted.
