The City of Victorville is seeking qualified contractors to install a new main gas line at the Animal Care and Adoption Center. The project includes trenching, saw cutting, concrete cutting, installation of gas piping, testing, and backfilling. Final surface restoration, including concrete and sod replacement, will be performed by City staff. The work requires coordination with utility providers and must comply with all applicable codes and safety standards. This project is classified as a public works project and is subject to California prevailing wage requirements. Contractors and all subcontractors must be registered with the Department of Industrial Relations (DIR) and provide certified payroll records. The selected contractor must hold a valid Class A General Engineering Contractor license and demonstrate experience with similar underground utility projects. The contractor will be required to provide 100% performance and payment bonds, maintain all required insurance coverage, and accept 5% retention until project completion and acceptance. The contractor is responsible for obtaining permits, coordinating inspections, and ensuring full compliance with OSHA safety requirements, including trench safety. Time is of the essence. The project will include liquidated damages in the amount of $500 per calendar day for delays beyond the agreed completion timeframe. The contractor shall furnish all labor, supervision, materials, tools, equipment, and incidentals required to complete the gas line installation. The scope of work includes, but is not limited to, the following phases: A. Pre-Construction & Preparation o Conduct a site visit to verify existing conditions and project requirements. o Review available plans, specifications, and utility locations. o Obtain all required permits and approvals from governing agencies. o Coordinate with utility providers for connection requirements and inspections. o Identify and mark existing underground utilities through USA DigAlert or equivalent service. B. Excavation o Perform trenching operations along the designated gas line route. o Excavate to the required depth and width in accordance with code and project specifications. o Protect existing utilities, structures, and surrounding improvements during excavation. o Remove the turf and concrete flatwork necessary for the gas line installation. o Coordinate with the City prior to any saw cutting o Provide shoring, trench protection, and safety measures as required by OSHA standards. o Stockpile or properly dispose of excavated materials as necessary. C. Gas Line Installation o Furnish and install approved gas piping materials in accordance with applicable codes and utility standards. o Install fittings, valves, regulators, and necessary appurtenances. o Ensure proper bedding and support for the pipeline. o Maintain proper clearances from other utilities and structures. o Install tracer wire and marking tape D. Testing & Commissioning o Perform pressure testing of the gas line in accordance with applicable codes and utility requirements. Inspect all joints and connections for leaks and proper installation. o Coordinate with the utility provider for system tie-in and activation. o Ensure proper operation of all components, including regulators and valves. E. Backfill & Site Restoration o Backfill trenches using suitable material in lifts, compacted to required densities. o Backfill all disturbed areas to original or better condition. Top final layer to be completed by City Staff. o Remove excess materials, debris, and equipment from the site. F. Inspection & Closeout o Schedule and pass all required inspections (City and utility company). o Provide all required documentation, including test results, permits, and inspection approvals. o Submit as-built drawings if required.
