No bidder may withdraw its bid within 60 days after the opening; the Owner reserves the right to waive irregularities, reject any or all bids, and conduct necessary investigations to determine bidder responsibility. The project WORK includes comprehensive site development and construction of a multi-building facility to support operations for the City of Vandalia. Site work involves significant earthwork, including construction of earthen berms for screening and drainage, as well as expansion of the existing retention pond to improve stormwater management capacity. Additional improvements include mass grading, excavation for foundations, installation of underground utilities, concrete aprons and drives, and asphalt paving for vehicular access and parking, along with striping, signage, lighting, erosion control, and landscaping. The primary structure is a 51,350 SF pre-engineered metal building supported by reinforced concrete foundations with a slab-on-grade floor system. It will feature a structural steel frame, insulated metal wall and roof systems, and a fully built-out interior including partition and masonry walls, mezzanine space, locker rooms, and support areas. The facility will be equipped with complete plumbing, HVAC, electrical, and fire protection systems, as well as specialized equipment such as a jib crane and vehicle lift. Additional structures include three pre-engineered wood-framed buildings for materials storage, salt storage, and cold storage, each with slab-on-grade floors, metal siding and roofing, and basic lighting and electrical systems. The project also includes an above-ground fueling station with gasoline and diesel dispensers, storage tanks, canopy, reinforced concrete paving, and environmental controls. Collectively, these elements create a fully integrated and durable facility tailored to the City's operational needs.
