The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 28, 2026, at 10:30 AM at the Region Two/District Two Office in Dixon. Phase III engineering services are required for the reconstruction of I-74 and IL5 interchange in Moline into a diverging diamond interchange. Construction contract 64H87 includes reconstruction of I-74 and IL 5 using PCC Pavement, reconstruction of the existing cloverleaf interchange into a DDI, reconstruction of the structure carrying IL5 over 27th Street, reconstruction of the structure carrying IL5 over I-74, reconstruction of the structure carrying I-74 over 38th Avenue, culvert replacements throughout the project limits, drainage, subsurface drainage, landscaping, overhead sign trusses, construction of a multi-use path, ADA ramp improvements, traffic signal improvements, lighting improvements, pavement marking, and signing. The following structures are included in this project: o S.N. 081-0095: IL5 over 27th Street o S.N. 081-0096: IL5 over 27th Street o S.N. 081-0097: IL5 over I-74 o S.N. 081-0098: IL5 over I-74 o S.N. 081-0109: I-74 over 38th Avenue o S.N. 081-0110: I-74 over 38th Avenue The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Structures (Highway: Typical) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
