The contractor will perform a series of individual projects at different Postal Service facilities under an indefinite delivery indefinite quantity ordering agreement. The contract includes a Construction Task Catalog (CTC) with unit prices based on local labor, material, and equipment costs. Contractors will propose Adjustment Factors to these unit prices. For each project, the contractor will attend a Joint Scope Meeting to review the scope of work, inspect the site, and discuss scheduling and methods. The Postal Service will then issue a Detailed Scope of Work and request a Price Proposal Package from the contractor, which must be based on the CTC, quantities required, and the proposed Adjustment Factors. Each work order will specify a lump sum, firm fixed price for completion of the scope of work. USPS has partnered with Gordian, Inc. for program management, CTC preparation, information management, contractor support, and proposal assistance.
