Zone 7 Water Agency desires to hire a qualified and reliable consultant to provide engineering support and guidance for maintenance activities on Zone 7 flood protection facilities. Task 1: Surveying and Mapping Annual surveys of up to six sites (approximately 1,000 feet each) using GPS and drone technology to identify reaches requiring maintenance and to facilitate accurate sediment removal calculations. Expected deliverables for this task will be digital models for mapping channel sections. Task 2: Sediment Modeling and Cost Estimating Evaluation of hydraulic models of up to six sites per year to determine if sediment accumulation is impacting channel capacity. This includes calculating removal quantities and developing cost estimates for budget planning. Develop sediment removal projects plan. Expected deliverables for this task will be a draft and final technical memo and cost estimates. Task 3: Technical Justification for Permitting Preparation of technical memorandums to support permit applications for up to six sites per year. This involves providing engineering and geomorphic rationales to resource agencies explaining why specific maintenance is required and the consequences of inaction. Attend up to two pre-application meetings per year with environmental agencies to support project justification. Expected deliverables for this task will be a draft and final technical memo. Task 4: Semiannual Inspection Reports Conducting field inspections and submitting comprehensive reports every fall and spring to monitor the condition of the flood protection system. Formally present annual findings to Zone 7.Expected deliverables for this task will be a draft and final Fall and Spring inspection reports and an annual presentation to staff. Task 5: Vegetation Management Support Engineering review of vegetation impacts on hydraulic conveyance, access, bank integrity, and maintenance operations of up to six sites per year identified during inspections. Support prioritization of vegetation removal or selective management consistent with environmental constraints. Expected deliverables for this task will be a draft and final technical memo. Task 6: As-Needed Support The Consultant shall provide as-needed engineering and technical support services that are not explicitly identified under the defined tasks but are required to support the overall maintenance, operation, and management of Zone 7's flood protection system. These tasks may include but are not limited to support for general engineering , GIS and data management, emergency response, bid procurement, interagency coordination, grant funding, and special studies.Scope, schedule, and fee for each task will be defined in individual task orders issued by Zone 7. Zone 7 will determine the budget for this task in the final agreement. Response Submission Deadline:June 4, 2026, 2:00pm The Agency's service area covers 425 square miles of eastern Alameda County and has an estimated population of 266,000 people. The Agency supplies treated drinking water to retailers serving residents and businesses in Pleasanton, Livermore, Dublin, and through a special agreement with the Dublin San Ramon Services District, the Dougherty Valley area in San Ramon. The Agency also supplies untreated irrigation water to local vineyards, farms, and golf courses, and provides both flood protection and groundwater management to all of eastern Alameda County. Selection of a firm or firms will result in a Standard Agreement for Professional Services to provide engineering support and guidance for maintenance activities on Zone 7 flood protection facilities. that will begin on the date it is signed by the Zone 7 General Manager, which is anticipated to be in August 2026 and will conclude June 30, 2029. By submitting a Proposal to Zone 7 in response to this RFP, Proposer agrees that if selected by Zone 7 as the successful consultant, it will enter into this contract with Zone 7 containing the terms and conditions as set forth in the attached sample contract and insurance requirements (Attachment 1). No changes to the standard contract and insurance will be allowed. The total cost of services shall be proposed by each firm and is subject to negotiation between Zone 7 and the selected firm or firms. All services are to be billed on a time-and-materials basis.
