The City of Saint Paul, on behalf of River Centre, seeks bids for a turnkey and code-compliant escalator replacement at the RiverCentre Convention Center. Bidders must ensure the escalator replacement meets all required codes and is fully completed for use. Instructions to bidders include: - Provide the name, address, phone number, and email for three business references. - Review and comply with insurance requirements upon award, attaching a Certificate of Insurance in the specified types and amounts. - Enter the number of Addenda issued under the Bid, Proposal, or Quote for your response to be accepted and evaluated. - Disclose if any Officers of your business are related to City of Saint Paul employees. - Certify authority to submit bids on behalf of your organization. - Submit the Vendor Outreach Program Questionnaire by the award date or within 10 days of bid opening, whichever is earlier, or the bid will be nonresponsive. - Complete and attach the Bid Form. - For projects over $50,000, submit compliance verification listing all first-tier subcontractors (Responsible Contractor Form). - Disclose the country of origin for all major construction materials and indicate if materials are from countries subject to U.S. tariffs. SUMMARY SCOPE OF WORK RIVERCENTRE ESC UPGRADES A. It shall be understood this is a Fully Occupied Commercial Facility that hosts special events. Care shall be taken to protect the finishes, stone, tile, and any carpeting during the project. B. Escalator Contractor shall include in their bid and coordinate all Work by Others necessary to provide the complete Escalator Upgrade solutions. E. Bids must be presented with one (1) Point of Contact. F. Bids must be Turnkey and include all applicable General Contractor work. G. Bids must represent a comprehensive and code compliant installation that is ready to operate upon completion. H. Specifications are not meant to provide every minor detail of the Scope of Work required, but installation must meet the intent of the specifications and comply with all national and local codes. I. Determine feasibility of Replacements. Replacements are preferred over modernization. Submit your bids accordingly. J. Coordinate the scope of work for Replacements and or Modernizations. Coordination shall include floor protection,building barricades around the units, electrical requirements, including main line disconnects, GFI outlets, light switch, and lights in each basket. K. Removal of existing 2 trusses and all coordination and access to remove and receive escalators shall be coordinated with RiverCentre Management and Elevator TCI.L. Submit structural or reaction loading requirements with bid documents. M. Submit tentative schedule outlining potential lead times for delivery, tear out, and installation times per unit.
