Renovation of a detention facility in Rosharon, Texas. Completed plans call for the renovation of a detention facility.

The Texas Department of Criminal Justice is seeking proposals to replace the electrical in two phases. Phase one is to replace the existing 4160v radial electrical power distribution system at the Memorial Unit in Rosharon, Texas.Questions Deadline- May 18, 2026 3:00 P.M Questions concerning any technical aspect of the Solicitation must be submitted in Euna Procurement (Bonfire) portal The proposed power distribution system will consist of two redundant 2500KVA, 12.5/4.16kV outdoor transformers that power one indoor loop and one outdoor loop. One transformer has enough capacity to serve 100% of the load. Each 2500KVA transformer will power one outdoor pad mounted switchgear. Two groups of sectionalizing switches will create the loops between pads mounted switchgears; one group will form the outdoor loop and the other will form the indoor loop. These loops will provide redundancy for the system downstream. The outdoor loop will provide power to the chiller yard and the tire shop; in the future, it will also provide power for the maintenance shop, east dorm, and west dorm. The indoor loop will run underground from the pad mounted switchgear to a point close to the perimeter of the building. A combination of conduits and cable trays will carry the medium voltage cables into the building and route them to the unit substations. The medium voltage cables will be clearly identified as medium voltage with voltage rating The indoor loop will provide power to the existing indoor unit substations located in the boiler room, spline and baby spline. One 5KV selector switch will be available for each existing unit substation; unit substations D, K and E will share selector switches with unit substations B, C and A respectively. Selector switches powering two unit substations will require double lugs to accommodate cable terminations. The purpose of the selector switches is to provide the option to disconnect any unit substation from the loop while maintaining other loads connected to the loop energized. The loop will remain open in one point of the circuit between the two main service transformers; this operation will be enforced by providing kirk-key interlock in every selector switch with n-1 keys. Keeping the loop open in one point will prevent the two main service transformers from operating in parallel. The point where the loop is opened can vary at any time. Thus, the load can be distributed between the two transformers in different percentages. The low voltage (208V) scope consists of documenting the 208/120V system from the unit substation to the final distribution panel. The documentation will include records of the panel location, power source, panel rating and characteristics, conduit size and type, cable size and type, manufacturing or installation year, and conduit distance between the substations and the panels. The intent of this piece of scope is to provide TDCJ with accurate information to accurately estimate the replacement of all 208V and 120V power and lighting panels, and respective main feeders located throughout the facility. Outdoor Scope 1 Install the exterior underground raceway for the exterior and interior loop. 2 When during construction an open trench crosses the road, provide steel plates and temporary cover the trenches to maintain traffic on the affected portion of the road until back filling of the trench is completed. 3 Install the new underground distribution system for normal power. 4 Install the exterior underground distribution for the new service into the existing chillers. 5 Frame and pour all exterior equipment pads (Pad mounted switchgear, transformers, etc.). 6 Pull all new wiring. 7 Install all new exterior equipment (Transformers, Switches, Disconnects, etc.) and terminate wiring. E. Boiler Room Scope 1 Install the mezzanine supports for the new equipment. 2 Install the equipment pads and supports for the new boiler room equipment. 3 Install all of the new equipment for the boiler room. 4 Install all new raceways and wiring for the boiler room. Install new raceways from the boiler room to the spline and on the roof as required by the drawings. 5 Install unit substation Selector Switch C. 6 Install new light fixtures. 7 Remove existing 5KV switchgear and unit substation. F. Electrical Room Scope (corridor between boiler room and spline) 1 Install all equipment pads. 2 Install new lighting in the new electrical room in the utility corridor 3 Complete the installation of the raceways from the Boiler Room into the new Electrical Room and new cable tray into the Spline. 4 Install new lighting. 5 Install 5 KV equipment. G. Spline Scope 1 Install new exterior doors in the spline (refer to section 01 64 00 for additional information). . 2 Install raceways and cable trays in the spline. 3 Install all equipment pads. 4 Indoor unit Substations existing to remain 5 Install and terminate all 5KV cables. 6 Energize existing indoor unit substations 7 Remove all decommissioned infrastructure 8 Reconfigure steam piping and expansion loops
