The work will consist of HVAC Testing, Adjustment, and Balancing (TAB). This work consists of routine, recurring, and usual maintenance for the preservation or protection of publicly owned or operated facilities, and is exempt from California Public Contract Code 22002. The successful contractor shall be responsible for all necessary labor, equipment, tools, materials, and supplies required to perform the work as specified. This solicitation is intended to establish agreements with up to two contractors to provide these maintenance services. The projected five-year spend for this scope of work is approximately $3,000,000, with an approximately equal distribution of work and spend between the two awarded contractors (about $1,500,000 per contractor) over the three-year term. If there is only one responsive, responsible bidder, the County reserves the right to award the full scope of work to one contractor. Each bid must be accompanied by cash, a certified or cashier’s check, or a bond in the sum of not less than 10% of the total aggregate of the bid price (for this bid, $1,500,000). When submitting a bond, a complete, executed original bid bond is required, with notarization and proper signatures. Failure to provide a complete, executed original bid bond prior to the bid deadline will constitute a non-responsive bid. The Contractor must possess a C-20, Warm-Air Heating, Ventilating and Airconditioning; C-4, Boiler Hot Water Heating and Steam Fitting; or C43, Sheet Metal Contractor’s License issued by the Contractor’s State License Board at the time the bid is submitted.
