Salt Lake City Department of Public Utilities (SLCDPU) is seeking proposals from qualified firms to provide design and professional engineering services for the Orange St Sewer Trunkline Rehab Phase IV Indiana to 1500 South. The engineering services will include inspection and condition assessment, pre-design, permitting, design, bidding, construction, and public engagement services for the proposed project. Additional instructions and information are provided regarding the Request for Proposals (RFP), including a schedule and requirements for submitting a proposal. The scope of work covers all phases from initial inspection through construction and public engagement. Questions Due Date: May 26th 2026, 2:00 PM MDT Task 1. Inspection and Condition Assessment Updated inspection and condition assessment is included as a part of this project to inform design and bidding decisions. Inspect 42" Orange Street sewer trunkline from 1040 South to 1500 South to determine sediment buildup and pipeline condition, and develop a cross-section of the internal diameter of the pipe. Deliverables o CCTV submitted to SewerAI in .mdb format. o Cross section of internal diameter of the pipe. o Condition Assessment report following NASSCO standards. Task 2. Pre-Design Services The pre-design report will define the final project design criteria and elements of success. Evaluate possibility of constructing permanent bypass under surplus canal. Activities and deliverables include: o Kick-off meeting to establish roles and responsibilities, review scope, schedule, deliverables, and project goals. o Review of updated inspection data, cross-sections of internal pipe diameters, Condition Assessment Report, and GIS. o Confirm rehabilitation method and describe project approach. o Third Party Coordination - Review utility locations and potential conflicts to identify and understand any third-party requirements. Coordination with third party entities will begin in pre-design and continue throughout the duration of the project. o Survey of existing conditions. Deliverables o Preliminary Design Report including construction constraints, project approach, preliminary cost estimate, identify key stakeholders, identify thirdparty coordination issues, and outline permit requirements. o Survey and Replating o Utility Conflict Matrix o Permitting Matrix o 30% cost estimate (25% contingency) Additional project information can be provided during the procurement period upon request, with the submittal of a Homeland Security Request (HSR) Form to SLCDPUEng@slc.gov
