Site work and new construction of a power facility in Winnipeg, Manitoba. Completed plans call for the construction of a power facility.
This package includes all labour, materials, equipment, supervision, services, testing, coordination, and incidentals required to complete the High Voltage Electrical System Work Package for the new Central Heating Plant at CFB Goose Bay, NL. Work includes construction of the new outdoor 25 kV substation and associated distribution works, foundations and supporting structures that form part of the package, steel pole line construction, overhead conductors and riser transitions, grounding, power and control conduits, marshalling cabinet and auxiliary systems, interfaces to the CHP high voltage room and related equipment, and complete protection, control, metering, communications, integration, testing, commissioning, and closeout documentation, as shown on the drawings and specified. Where applicable, the package also includes coordination with equipment supplied under other packages and with BAS-related interfaces identified in the contract documents. Typical inclusions: Supply and installation of substation related concrete, reinforcing, formwork, and structural steel elements associated with the substation box structure, bus support structure, transformer foundations, steel pole foundations, and related details shown on the drawings. Supply and installation of steel poles, pole line hardware, insulators, anchors, guys, and associated 25 kV overhead distribution components, including bare primary conductors, neutral conductors, underground riser transitions, fuse cutouts, and pole-mounted primary lightning arresters where indicated. Supply and installation of the station grounding system and all bonding required for a complete installation, including substation grounding, equipment bonds, ground rods, and grounding interfaces to major equipment and the marshalling cabinet. Supply and installation of power and control conduit systems, underground trench and duct bank components, and all cable routing, supports, terminations, and identification required for the complete high voltage package, including communications and control interfaces shown on the drawings. Supply and installation of the marshalling cabinet complete with enclosure, terminal blocks, grounding bars, heaters, AC distribution panel, internal wiring, field terminations, cable shield terminations, and testing. Complete protection and control system integration, including wiring, programming, relay and control logic implementation, communications architecture, coordination of BAS interface points, testing, site acceptance, commissioning plans and reports, as-built documentation, and training materials. Coordination of all package interfaces with the CHP high voltage room, switchgear, substation equipment, pre-purchased or separate equipment packages, utility requirements, and other trades as required to deliver a complete and operable high voltage system. All required submittals, shop drawings, product data, inspection and testing records, commissioning documentation, operation and maintenance manuals, and closeout documentation for the work package. Pre-qualification requirements: MCW Custom Energy Solutions is seeking qualified trade contractors and specialty suppliers for upcoming work at 5 Wing Goose Bay, NL. The CFB Goose Bay EPC includes requirements related to Indigenous Business Participation. MCW supports these objectives and encourages proponents to consider opportunities for meaningful Indigenous participation as part of their delivery approach. Applicable requirements and reporting expectations will be outlined in the tender documents and contract conditions.
