Electronic bids will be received for Project DNR-260020, Beaver Creek New Showerhouse Building, ODNR Beaver Creek Showerhouse, East Liverpool, Columbiana. Bids are to be submitted through the State's electronic bidding service at https://bidexpress.com. Registration and creation of a digital ID within the service are required. There are no fees to register, create and enable a digital ID, or to download bid documents, but there is a small expense to submit a bid. Requests for consideration of proposed substitutions for specified products, equipment, or services must be submitted to the Architect/Engineer no later than 10 days prior to the bid opening. Prevailing Wage rates and Equal Employment Opportunity requirements apply. The project is subject to the State of Ohio's EDGE Business Development Program, with a participation goal of 5.0 percent, and certain information about EDGE-certified businesses must be provided with the bid. Bidders must indicate where services will be performed in accordance with Executive Order 2019-12D and affirm compliance with Executive Order 2022-02D regarding purchases from or investment in Russian institutions or companies. Domestic steel use requirements per Ohio Revised Code Section 153.011 apply. Bidders are encouraged to be enrolled in a Substance Use Prevention and Recovery (SUPR) Program approved by the Ohio Bureau of Workers' Compensation prior to submitting a bid. The contractor is responsible for scheduling the project, coordinating subcontractors, and providing other services identified in the contract documents. This project is located in Hocking County at Beaver Creek State Park, 11652 Leslie Road, Lisbon, Ohio 44432. Project consists of one building, unheated, and supporting site and civil improvements. Alternate scope covers improvements to existing RV camping pads. Site built structure will include (4) showers, (4) flush toilets, (4) sinks, a chase space with mop sink, and exterior bottle filler/ fountain. Each room will be "family style" for ultimate flexibility of use. The building will be constructed of CMU split face block with concrete slab & foundations and premanufactured wood trusses. Finishes will include resinous floors, hollow metal doors and metal roofs, porcelain fixtures, LED lighting and other MEP amenities. Proposed site improvements include 175 feet of electrical conduit from a new service, and a new 2" waterline will need to be extended 350 feet to new water meter. Since there is no readily available sanitary sewer system, an onsite sewage treatment system will be installed to treat the sink, toilet, and shower water. Design includes a 1,000-gallon septic tank, a 1,000-gallon aerobic treatment unit, a 1,000-gallon dosing tank, 1,400 lineal feet of force main horizontally directional drilled, and an OSTS consisting of PVC leach lines & a sand mound disposal system. The washhouse and OSTS locations are out of the 100-year floodplain. Tree clearing for the mound system has already occurred and is not part of the project scope, but stump removal will be needed. New parking will be provided without impacting existing adjacent dump station. Existing well service on site will be maintained for camper use as long as possible prior to opening of new showerhouse. All work is to be completed under General Contractor Contract. Completion date for all work under this project is July 27th, 2027. The EDGE Participation Goal for the Project is 5.0 percent.
