Provide all labor, materials, transportation, and professional engineering services required to perform a comprehensive electrical survey and develop an Electrical Master Plan for an operational hospital facility. Services include on-site assessment and evaluation of existing electrical infrastructure encompassing normal power, emergency power, and distribution systems; review of as-built drawings, prior electrical studies, maintenance records, Facility Condition Assessment data, and the most recent arc flash study provided by the Government; load analysis to evaluate current and future demand; and identification of code deficiencies, end-of-life equipment, and system gaps in redundancy and resiliency. The work shall assess compliance with Department of Veterans Affairs criteria, the VA Electrical Design Manual, NFPA standards, VHA Directive 1028, and other applicable codes and guidelines. The Electrical Master Plan shall document existing conditions; update and produce electrical single-line diagrams reflecting the current system; and recommend upgrades, replacements, and new installations to support current operations and future growth. Recommendations shall include realistic, stand-alone projects prioritized by medical center importance, with individual project costs not exceeding $16 million, and shall enhance system reliability and efficiency. The plan shall include consideration of renewable energy integration where applicable, phased implementation strategies, timelines, and detailed cost estimates and budgets for all recommended projects. Deliverables include an assessment report, updated electrical system single-line diagrams, a comprehensive Electrical Master Plan document, detailed cost estimates and budget overview, and an implementation timeline with phasing. Submissions shall be provided in three stages at 25 percent, 75 percent, and 100 percent completion based on Notice to Proceed milestones. The contractor shall participate in monthly progress meetings, provide regular status updates, address issues promptly, and present the final Electrical Master Plan to Government stakeholders, along with complete technical documentation, drawings, and CAD files as required.
