This project involves improvements at Hoosier Grove Park, located at 700 W. Irving Park Road in Streamwood, Illinois, Cook County 60107. The scope of work includes the removal of existing sidewalk and HMA pathway pavement, earth excavation, installation of new sidewalk, PCC pavement, and HMA pathways; demolition of existing playground and equipment, installation of new playground equipment, electrical improvements, stormwater improvements, baseball field improvements, sand volleyball court improvements, multiuse field grading, site landscape restoration, and other appurtenant work. Sealed bids must be submitted, accompanied by bid security in the form of a Bid Bond, Bank Cashier's Check, or Certified Check in the amount of ten percent of the total bid. All bidders must submit a resume of three similar projects, including location, type of work, completion date, and contact information for the owner or supervising firm. The project is subject to federal prevailing wage requirements and compliance with the State of Illinois Business Enterprise for Minorities, Women, and Persons with Disabilities Act, with a goal of contracting a minimum of 30% of the project or grant contract value to certified MBE, WMBE, WBE, and/or WMBE firms. There will be a required split between minority and female-certified vendors, likely 18% MBE and 12% WBE. Section 3 businesses and minority/women-owned businesses are encouraged to bid or participate as subcontractors. Contractors must also comply with the Illinois Works Jobs Program Act and, for projects estimated at $500,000 or more, the Illinois Works Apprenticeship Initiative, with apprentices to perform either 10% of total labor hours or 10% of estimated labor hours in each prevailing wage classification. Subcontracting is allowed as per the relevant standard specifications. The owner reserves the right to reject any bidder or subcontractor deemed not adequately experienced, equipped, or staffed to perform the work satisfactorily. The owner may accept or reject any bid or award all or part of the contract at their discretion; reference contract results and the ability to perform the work will also be considered in award decisions. All work must be completed, including punch list items and landscape restoration, by the specified contract completion date. No work shall begin until all applicable permits are met.
