Newtown Public Schools is soliciting proposals from qualified refuse contractors to provide comprehensive refuse removal and recycling services for its school buildings. Contractors must be registered members of the Housatonic Resources Recovery Authority (HRRA) and comply with all HRRA regulations and Town ordinances. Trash haulers are required to register with the Town of Newtown and obtain vehicle permits. Contractors must also ensure proper documentation and perform waste audits as needed. Equipment used must be approved and maintained in satisfactory condition, and may be inspected prior to and during the contract. All municipal solid waste (MSW) and recyclables must be delivered to a Connecticut permitted processing facility, with bi-annual clean-up of inside dumpsters required. NPS utilizes single stream recycling. The successful bidder must provide and maintain all necessary equipment, except where noted, and comply with all federal, state, local, and regional regulations. The contract may be terminated for failure to comply or perform, and may be canceled by NPS with a 60-day written notice. Bid pricing must remain valid for ninety days, and there is to be no collusion among bidders. Sealed bids must be submitted as specified, with two paper copies and one USB drive in PDF format, by the stated deadline and clearly marked as instructed. Bids received after the deadline will be rejected, and all bids will be publicly opened and reviewed. NPS reserves the right to accept or reject any or all bids, collectively or individually, and encourages S/M/W/DisBE participation.
