Market research is being conducted to identify capable small business concerns for a Simplified Acquisition of Base Engineering Requirements Indefinite-Delivery Indefinite-Quantity contract supporting design-build and minor construction projects. The contemplated contract is a firm-fixed-price IDIQ, currently anticipated as a single-award vehicle with a base period and option years, under which work will be executed through individual task orders. The scope encompasses a broad range of base maintenance, repair, alteration, and construction activities across multiple trades, including but not limited to carpentry, road repair, roofing, excavation, electrical, plumbing, HVAC, concrete, structural work, and integrated design-build services. Contractors must possess in-house design capability or have ready access to licensed architects and engineers for projects involving alterations or repairs to existing infrastructure. Task order pricing will be based on a Government-provided unit price book, such as RSMeans, multiplied by a competitively bid coefficient. Task orders will vary in complexity and scope, with the majority anticipated to be valued at or above $250,000. Bonding capability up to the IDIQ ceiling and individual task order limits is required, along with active registration in the System for Award Management and U.S. ownership of the prime contractor. This effort is contemplated as a 100 percent small business set-aside and is intended solely for market research to inform future acquisition decisions.
