This project is a security enhancement for the North Carolina Department of Health and Human Services Public Health Lab, designed to create a comprehensive and modern perimeter defense system. The work includes the installation of a new perimeter barrier surrounding the facility, associated illumination and security structures such as vehicle bollards, and a new site entry configuration with an updated traffic flow pattern, guard house, vehicle barriers, and security surveillance systems. The design prioritizes functionality and safety to ensure continued secure operations of the Public Health Lab. Bids will be received as a single prime contract and must be lump sum. All proposals must include the Identification of Minority Business Participation form and relevant affidavits. Contractors must have proper licenses as required by state law. Each proposal must be accompanied by a deposit or bid bond equal to at least five percent of the proposal. A performance bond and payment bond for 100% of the contract price are required. Payment will be made based on 95% of monthly estimates with final payment upon completion and acceptance of work. No bid may be withdrawn for a period of 60 days after the scheduled closing time for receipt of bids. The owner reserves the right to reject any or all bids and to waive informalities.
