Information for Bidders, Specifications, and Contract Documents for the proposed work are on file and publicly exhibited at the Village of Monroe Village Hall. The specifications may only be reviewed at Village Hall. Copies of the Contract Documents may only be obtained at Lanc and Tully Engineering, D.P.C., with a $100.00 deposit required for each set. The deposit must be by check or money order and will be refunded in accordance with Section 102 of General Municipal Law upon the return of the documents in good condition. Addenda, if any, will only be issued to those who have obtained the contract documents. Documents may also be obtained electronically at no charge by contacting Lanc & Tully, D.P.C. Bids will only be accepted from persons whose name and address are on record as having obtained the contract documents. Each bid must be accompanied by a Bid Guarantee of at least five percent of the bid amount, payable to the Village of Monroe, as a guarantee that if accepted, the bidder will execute the contract and file acceptable Performance and Labor, Material Payment Bonds, and Insurance certificates within ten days after the award. The Owner reserves the right to reject any and all bids and to waive any formality or technicality in any bid. Bidders must execute non-collusion bidding certificates and comply with employment conditions, minimum wage rates, segregated facilities, and non-discrimination in employment as specified in the contract documents and attachments. Bidders are also required to comply with the provisions of the Executive Law of the State of New York regarding equal opportunity and affirmative action. Documentary evidence of outreach to minority and women business enterprises must be submitted with the bid. The lowest qualified bidder meeting the requirements of the contract documents will be awarded the bid.
