Sealed bids for the Village of Howard Multi-Use Trail will be received for approximately the following quantities: 2,850 square feet of concrete sidewalk, 3,800 tons of base aggregate dense, 400 tons of asphaltic surface, 1,200 cubic yards of excavation and grading, 1,990 cubic yards of topsoil stripping and replacement, and 78 linear feet of culvert pipes. Each proposal must be accompanied by a bid bond or certified check equivalent to 5% of the maximum proposal. The owner reserves the right to reject any or all bids, waive or not waive any informalities in the bids received, and to accept any proposal deemed most favorable to the owner's interest. No bidder may withdraw their bid within 60 days after the opening date. This project is partially funded by the Carbon Reduction Program and is subject to State and Federal laws and regulations associated with that program. Federal Davis-Bacon Act wage rates are applicable, and bidders must comply with all funding/grant requirements, labor standards, minimum wage and fringe rates, and nondiscrimination requirements. The grantee's policy regarding increased use of minority and women's businesses applies, and bidders must make specified affirmative efforts, including contacting at least five MBEs and five WBEs to solicit bids 15 days prior to bid opening. Documentation of all contacts must be submitted with the bid. The project is also subject to Build America, Buy America Act requirements for domestic production of materials, with certain waivers applicable.
