Berkeley County School District (BCSD or District") requests the submittal of Qualifications Packages from highly qualified, licensed Construction Managers for the Cane Bay High School Addition project included in the District's Penny Sales Tax Building Program. All questions or requests for explanation or interpretation of this solicitation shall be requested in writing to mcnealr@bcsdschools.net . All questions must be received by the due date and time stated on the Cover Page. Deadline for Questions May14, 2026 by 5:00 PM SCOPE OF WORK Berkeley County School District ("BCSD" or "District") requests the submittal of Qualifications Packages from highly qualified, licensed Construction Managers for the Cane Bay High School Addition project included in the District's Penny Sales Tax Building Program. Contract pricing will be divided into the following: o Pre-Construction (lump sum) o General Conditions (lump sum) o Construction (lump sum based on approved GMP for Construction) ABOUT BERKELEY COUNTY SCHOOL DISTRICT Berkeley County, one of the largest in the state, is a unique setting covering over 1,229 square miles. It is the fastest growing county in the state, in terms of population, and is located just north of Charleston, South Carolina. It is the fourth largest school system in South Carolina currently serving nearly 40,000 students ranging from pre-school to high school. The District currently operates 47 schools (26 elementary/intermediate schools, 11 middle schools, 8 high schools, 1 magnet high school and 1 alternative school). In addition to these schools, the District operates other specialized learning centers, and has multiple administrative and support facilities located throughout Berkeley County. The District strives to promote a high standard of excellence to create an atmosphere of partnership with the community to ignite in every student a passion for world-class knowledge and skills through dynamic instruction and personalized educational opportunities. The District's nine-member Board of Trustees is dedicated to the ethical and transparent administration of District business with a primary focus on ensuring quality instruction and equal educational opportunities for all students. The Board of Trustees is the decision-making authority and has final accountability for all fiscal mattersCane Bay High School Addition This document outlines the pre-construction services required from a Construction Manager at Risk (CM@R) to establish a Guaranteed Maximum Price (GMP) for the project. If the GMP proposal is agreed upon, the CM@R will be awarded the construction contract. If an agreement cannot be reached for any reason, negotiations will cease, and a different CM@R will be sought. Project Overview: • At Cane Bay High School, we will be adding a two-story wing with twenty (20) to thirty (30) classrooms. This addition will include necessary support rooms such as offices, custodial closets, restrooms, etc. • The estimate square footage is approximately 40,000. • There are no design plans at this time. • The estimated timeline for this project is to work through the design phase until spring 2027 and start construction in summer 2027. The goal is to have everything completed by November /December 2028. • The selected CM@R will collaborate with the designer and owner during pre-construction to assess constructability and provide periodic cost estimates. • The district reserves the right to hire one (1) CM@R. • The awarded CM@R will provide all construction and demolition services required to complete the projects as designed, according to the final plans and specifications. • The new wing addition will be attached to the main building and match its design as closely as possible. • The district is open to placing the new wing addition in another area on campus if necessary. • The weight room may be a stand alone building or attached to the main building, whichever works best for the school use.
