The work consists of providing complete professional architectural and engineering design services for the renovation of the 5 East area into a flexible inpatient care environment. Services include planning, site investigation, analysis, and production of fully coordinated, constructible, biddable, and code-compliant construction documents in accordance with VA guidelines, PG-18-15 submission requirements, VA design guides, and all applicable federal, state, and local codes. The design shall address architectural, structural (as required), mechanical, plumbing and medical gas, electrical, fire protection, low-voltage and nurse call, IT, interior design, demolition, environmental, and construction support services. The scope includes infection control and dust prevention measures, Infection Control Risk Assessment, third-party cost estimates, fire and life safety coordination, sustainable design and energy reduction requirements, and phased construction planning to minimize impacts to ongoing hospital operations. The design shall convert approximately 2,900 square feet into an inpatient care area with rooms or bays accommodating patient beds and support equipment, modular and reconfigurable casework, finishes suitable for infection prevention, and layouts that support clinical workflow. The A/E shall assess existing conditions, field verify all dimensions, investigate utilities and building systems, identify and correct fire and life safety deficiencies, and design necessary HVAC, electrical power, lighting, grounding, nurse call, telecommunications, medical gas, and fire protection systems. The scope includes asbestos and lead-based paint evaluation, asbestos abatement assessment and design with a certified industrial hygienist, preparation of abatement drawings and specifications, construction-phase monitoring, and final clearance certification. The A/E shall prepare detailed cost estimates, identify bid deduct alternatives, provide 3D models and renderings, coordinate fire and life safety peer reviews, and incorporate all review comments through schematic design, design development at 25%, 50%, 75%, and 100%, and final contract documents ready for advertisement. Construction documents shall be delivered in accordance with the established design review schedule, include edited VA master specifications, consolidated submittal logs, phasing plans, construction waste management requirements, and all permits necessary to complete the project. The A/E shall attend and document project design team meetings, support the government during bidding and construction, review submittals and RFIs, and assist with construction period services to ensure the project is completed within budget, schedule, and VA performance standards.
