Litter Picking shall consist of the pickup, removal and satisfactory disposal of debris, deceased animal carcasses, refuse, litter and any other rubbish which has accumulated within the right-of-way of the Interstate Routes, including, but not limited to, medians; inside and outside areas adjacent to exit and entrance ramps at various interchanges; interchange gore areas between mainline and ramps; and inside and outside of on/off ramps at rest areas within District 3 on interstates I-180, I-39, and I-80, throughout Bureau, LaSalle, Kendall, and Grundy Counties.
