The Port of Bellingham is soliciting responses from consulting firms for design, permitting, and bid document development services for the construction of travel lift piers along the C Street side of Whatcom Waterway, Bellingham, Washington. The selected firm will prepare technical and environmental reports, develop comprehensive plans for 30%, 60%, and 90% plan reviews, develop technical specifications for public works bids, and lead efforts to obtain necessary permits for construction. The work will involve gathering upland and in-water site data, evaluating and recommending travel lift options, and potentially assisting with construction inspection and administration in later phases. The scope includes implementing quality control and assurance, managing scope/schedule/budget, coordinating with the Ports environmental consultant, performing site survey and geotechnical exploration, developing site use and layout alternatives, and advancing plans and estimates through multiple design stages. Additional tasks are the preparation of technical, operational, and environmental reports or manuals, and managing all permitting and regulatory compliance. The Port encourages participation from minority, womens business enterprises, labor surplus area firms, and veteran-owned firms. There is a $100,000 budget available for preliminary planning and estimate-level efforts. A not to exceed, negotiated hourly rate contract with defined deliverables is expected, with monthly reimbursement based on actual costs. The Port reserves the right to reject any and all responses and may negotiate final project scoping elements with successful applicants. All applicable laws and non-discrimination policies must be followed. Costs for solicitation response and contract negotiations will not be covered by this award and are at the risk of the Consultant until a contract is executed.
