NO EXCEPTIONS. PLEASE INCLUDE "Informal Bid 2026-06" in subject header of e-mail. The County of Moore is soliciting bids for its paving project at the below mentioned locations to be completed by September 30th. Site drawings of the locations are included within this bid packet. All parking lot dimensions that have been provided are estimates only. The locations are: Site 1: 364 Eagle Springs Rd, Eagle Springs NC Site 2: 206 S Ray St, Carthage NC Site 3: 103 W Saunders St, Carthage NC Site 4: 302 Monroe St, Carthage NC Construction : Will require one of or all : repair , remove , replace , and grade Asphalt as per scope for EACH NUMBERED site on Attached Plan , shall meet NCDOT Specs . The contractor shall be required to provide Moore County results of all testing within 24hrs of testing . A. Surface Preparation : The surface preparation shall be completed to the satisfaction of Moore County . In ALL Areas : Existing asphalt shall be milled to sub grade . There shall be no visible ruts , holes , or large rocks protruding from the surface to be treated . Any Water or Sewer Caps shall be raised as needed . Ensure all sites are graded correctly to drain water from site . B. Weather Limitations : Bituminous material shall not be placed during rainy or threatening weather , or when the moisture on the surface to be treated would prevent satisfactory bond . The surface coats shall not be applied when the air temperature is below fifty degrees (50o) Fahrenheit , unless otherwise approved by Moore County . C. Heating and Application of Bituminous Material : Bituminous material shall be heated in such a manner as to always ensure heating of the entire mass with efficient and positive control . A curing period of twenty -four (24 ) hours may be required between the application of the prime coat and the next application of bituminous material , during which time the surface shall be kept in repair . The asphalt for the surface treatment shall be applied at a temperature to ensure proper base. Bituminous material shall be uniformly applied by means of a pressure distributor . The quantity of material as measured by the volume measuring device of the distributor shall not vary from the true quantity as herein specified by more than five percent (5% ). Bituminous material shall not be applied until sufficient cover aggregate is on hand to cover the area to be applied at a particular application . If the aggregate spreader is delayed by breakdown or operational difficulties , application of bituminous material shall cease until Moore County is satisfied that delays will not recur . All surfaces to be resurfaced will receive a tack coat of Bituminous Material Grade CRS -1 applied at a rate of not more than 0.04 to 0.08 gallons per square yard . Preparation and Application of Cover Aggregate : Cover material shall be sufficiently dried when it comes in contact with bituminous material so that a satisfactory bond or coating is obtained .
